I understand from Sir Austin Chamberlain's state= ment in the House of Commons in reply to a question by Mr. Trevelyan on 13th December, 1926, that it is the settled policy of British authorities in China that Chinese, by the mere fact of residence in a British concession, should not be sheltered in any way from the jurisdiction of their
own authorities.
I further understand from his reply to Col. James on 11th A ril, that any persons abusing the hotpitality of a British concession to conspire ag inst the Chinese authori
ties would be arrested and handed over to the local author, ities on production of a warrant duly issued and counter= signed.
I should therefore, be glad if you will inform me:- (1) whether, insofar as the question of extradition is concerned, the same policy applies to Hong Kong as to the British concessions in China.
(2) whether persons abusing the hospitality of a Crown Colony to conspire against the Chinese authorities will
be arrested and handed over to the Chinese authorities
on production of a warrant duly signed and counter-signed.
